The 400 Mbps tier fits operations that keep many requests active throughout the day. It can provide useful headroom for multiple queues, regions or client applications when the lower tiers would require excessive scheduling or throttling.
More plan capacity does not automatically make each request faster. Worker counts, timeouts, retries and connection reuse should be tuned gradually. The destination website and the quality of available exits can become the limiting factors before bandwidth is exhausted.
